About the Organization

Zeta Phi Beta Sorority, Incorporated (ΖΦΒ) was founded on January 16, 1920, at Howard University by five trailblazing women. The sorority is built on the principles of Scholarship, Service, Sisterhood, and Finer Womanhood. It is a historically Black sorority and a member of the National Pan-Hellenic Council. With over 125,000 initiated members and more than 900 chapters worldwide, the organization is known for its community-conscious, action-oriented programs, including Z-HOPE (Zetas Helping Other People Excel).

About the Team

Established in 1948 by the 12th International President and first Executive Secretary (now Executive Director), Lullelia Walker Harrison, the International Headquarters (IHQ) of Zeta Phi Beta Sorority, Incorporated was the first Black sorority to establish a national headquarters. The IHQ team works collaboratively to support the sorority’s mission and ensure efficient and effective operations across its numerous chapters worldwide. Grounded in our core values, integrity, diversity, equity, inclusion, respect, collaboration, and accountability, the team serves as the neutral center of global operations. The team strives to be the catalyst for modern, innovative, reliable, and sustainable solutions that create effective business practices, enhance the member experience, and promote the global community impact of the organization.

Description of Request:

Applicants are asked to carefully review these instructions along with the Request for Proposals (RFP).
All proposals must be submitted in accordance with the requirements outlined in the RFP and should
clearly and concisely address each requested item.

Bidding is open to all interested and qualified vendors who meet the stated RFP requirements.

Objectives:
  • Oversee the process of obtaining the Basic Business License (BBL)
  • Identify and select a qualified and experienced property management firm that can manage the property according to professional standards.
  • Ensure property management services align with Zeta Phi Beta Sorority, Incorporated’s expectations, organizational policies, and regulatory requirements.
  • Establish performance metrics, reporting expectations, and service levels that support accountability and operational excellence.
  • Provide clear guidelines for leasing, maintenance, financial administration, and tenant relations.
Deliverables:
Company Profile
  • Company history, ownership structure, and years in business including any community involvement
  • Description of relevant experience in DC residential or mixed-use property management
  • Provide evidence of insurability
  • Certifications, credentials, and licensing
Staffing and Service Approach
  • Organizational chart and staffing plan
  • Roles of key personnel assigned to the property
  • Customer service protocols and escalation procedures
Technology Tools
  • Description of property management software and accounting systems

Receipt of Proposals

Proposals will be dated and timed upon submission, and an email confirmation will be provided. Zeta Phi Beta Sorority, Incorporated will not accept proposals after 11:59 p.m.(EST) on 23 day of February 2026.

Roles and Responsibilities:
Administrative Responsibilities
  • Maintain records of all leases, payments, repairs, inspections, and correspondence.
  • Ensure compliance with all legal requirements, including licensing, inspections, and registration (e.g., DC Basic Business License, Rent Control Registration, etc.).
  • Serve as the main point of contact for tenants, owners, contractors, and regulatory agencies.
Financial Management
  • Collect rent and security deposits; enforce late fees as needed.
  • Maintain accurate financial records and prepare monthly and annual reports for the property owner.
  • Prepare and manage the property’s annual budget.
  • Pay operating expenses, utilities, taxes, and vendor invoices on behalf of the owner.
  • Coordinate with accountants and legal professionals as needed.
Leasing and Tenant Management
  • Market available units through listings, signage, and showings.
  • Screen tenants (credit checks, background checks, rental history).
  • Prepare and execute lease agreements and renewals.
  • Address tenant complaints and concerns in a timely manner.
  • Enforce lease terms and manage eviction processes when necessary (in compliance with DC laws)
